October 31 2011 is declared Special Non-Working Holiday
October 31 2011 (Monday) is a Special (Non-Working) Day for the Philippines
Today, President Benigno “Pnoy” S. Aquino III, signed the Proclamation No. 265 declaring October 31 2011 (Monday) as a special (non-working) day throughout the country.
Noynoy Aquino made that day a non working holiday to give the Filipinos an opportunity to properly observe the All Saints and All Souls day on November 1 and 2, 2011. Filipinos have to travel back to their respective provinces, because most Filipino workers are working away from their homes.
October 29 and 30 will surely be a busy day for the public transportation, buses, boats and airplanes. Below is a copy of the Proclamation No. 265.

PROCLAMATION NO. 265
DECLARING MONDAY, 31 OCTOBER 2011, AS A SPECIAL (NON-WORKING) DAY THROUGHOUT THE COUNTRY
WHEREAS, Proclamation No. 84, dated 20 December 2010, declared Tuesday, 1 November 2011, as a special (non-working) day;
WHEREAS, Monday, 31 October 2011, falling between Sunday and Tuesday, 1 November 2011 (All Saints Day), has been traditionally declared a special (non-working) day throughout the country;
WHEREAS, to give full opportunity to our people to properly observe the day with all its religious fervor which invariably requires them to travel to and from different regions of the country. Monday, 31 October 2011, may be declared as a special (non-working) day without detriment to public interest.
NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Monday, 31 October 2011, as a special (non-working) day throughout the country.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
Done in the City of Manila, this 10th day of October, in the year of Our Lord, Two Thousand and Eleven.

November 1, 2011 (All Saints Day) has been declared as a special non-working day last December 20, 2010 through Proclamation No. 84.
I’m not sure if November 2, 2011 is or will also be declared a holiday. Well I hope so. Be sure to be prepared this coming holiday season. Streets will be busy again.
